An essential reading in the history of testing and accountability

Bill Reese's history of testing in the 19th century shows that the previous written history is wrong: standardized testing began long before the 1890s. Reese provides persuasive evidence that a key turning point was the mass testing of Boston grammar-school students in the summer of 1845, and the subsequent publishing of those reading test results to shame schoolmasters. This is decades before a similar mass testing of students in the 1890s. "Testing Wars in the Public Schools" should force the revision of the existing history of testing and accountability in American schools.
Moreover, Reese tells the story engagingly, drawing us into the controversy in Boston and then explaining how Boston provided a model for other urban school systems to move away from the ritual public (oral) examination of students towards a paper-based testing system. While the intent of Boston's reformers in the 1840s was to push schools to become more human, less tied to rote memorization, the implementation of testing instead pushed the opposite, the reinforcement of rote memorization.
